One of the main reasons could be in order to provide checks and balances, in the same way that the government of the United States is divided for this purpose.

Two people sharing a leadership role can help ensure that neither one of them holds too much power. It can also help prevent errors in judgement due to prejudice, ignorance, bias, personal interest, etc. from having a lot of impact on the villagers.
