The capital life endorsed an excess of food and material wealth while district 12 suffered from a lack of it. They are contrasting images of a Utopia and a Dystopia. However both are ruled under a tyrannical dictatorship alike that suppressed the people. It was clearly more obvious in district 12 than in the capitol, but the word of President snow was all the same just as powerful.
