Use the point-slope formula.

y - y_1 = m(x - x_1)

y - 4 = (-2/3)(x + 6)

y - 4 = (-2/3)x - 4

y = (-2/3)x - 4 + 4

y = (-2/3)x + 0

y = (-2/3)x

Slope = -2/3

y-intercept = 0, which means the x-axis.
