The radius of an atom is determined by how much the positive nucleus pulls in on its electrons. Since a 2- charge means the oxygen atom has captured two more electrons, that same charge has to be spread among more electrons. Therefore, each electron is attracted to the nucleus less than before, so the radius gets larger.
