4.22 you just divide 40 by 9.5. I think...

to find a percent of money taken from the $40 than you have to multiply it by the percent you are trying to find 9.5%(.095)
40*.095=fee
40*.095=3.8
so the agency charges $3.80 for one $40 ticket
