Answer:

When air rises in the atmosphere, it becomes cooler and less pressurized. When air cools, it can no longer carry as much water vapor as it formerly did. When air pressure declines, air can't contain as much water. The vapor condenses into microscopic water droplets or ice crystals, forming a cloud.
