As interrupted verb phrase refers to the verb phrase in which word between the main verb and the helping verb is placed.

For example:

He does not run as fast as his brother.

The above sentence is interrupted by the word 'not', which placed between helping verb 'does' and main verb 'run'.  Hence it is interrupted verb phrase.
